Mr. Haipeng Li is University Librarian at the University of California, Merced since June 2015. Before coming to UC Merced, he was University Librarian at Hong Kong Baptist University from 2011-2015. He also held positions at other academic institutions including the John Cotton Dana Library at Rutgers University-Newark, New Jersey, Oberlin College in Ohio, University of Arizona and Arizona State University.
Mr. Li is active in professional services. He has served on the Council of American Library Association, as President of the Chinese American Librarians Association (CALA) 2006-2007 and Executive Director of CALA 2008-2013. He has been active in promoting collaboration and exchange between libraries in China and the United States. He also served as chair of the Joint University Librarians Advisory Committee (JULAC) in Hong Kong in 2012 and President of the Hong Kong Library Association (HKLA) 2012-2013. He served as Chair for the Council of University Librarians (CoUL) at the University of California in 2020-2021 and is now serving as chair for the Systemwide Library Facilities Board of the University of California in 2023-2024.
The University of California’s experience with transformative open access agreements
The issue of open access has generated many discussions and much interest worldwide, and academic
institutions globally have pursued different approaches to open access. The University of California (UC), while
seeking multiple pathways to open access, has taken serious steps to embark on the path of transformative
agreements with publishers. This presentation will focus on UC’s strategies for developing transformative
agreements and how these agreements are implemented, along with successes and challenges.
